Take a damp or wet cotton rag or washcloth or dish towel, and pinch it against the wiper blade edge at one end, then still pinching, pull it the length of the blade. Repeat a few times. It will come off all black at first, less the second pull. That will scrub away oxidized surface and get you down to supple glass-following rubber.
Buying the Bosch blades is not a bad idea, and definitely do that if you need new blades anyway. They're some of the best ones on the market.
Look out for cracked ends on your current blades. Also, right where it doesn't seem to be wiping well, make sure the rubber edge isn't cracking thru so the lip doesn't have any tension to it. New blades if so.
