Hot water and a turkey baster. Afterwards, WD 40. The WD 40 will displace the moister. Then use some Tri-Flow bicycle chain lube with Teflon. Use it in all the cars locks after flushing with WD 40, as the Tri-Flow is the best lubricant that I've found. It has lasted the longest without having to worry about dirt attraction. I wasn't too surprised when a local locksmith told me that the Tri flow is all he uses.
