My 93 turbo has new rings and valve job with compression readings of 155PSI -- I don't know the specs on the NA cars but guessing that your figures are high. Could be a faulty gauge....
Drain the oil and look for metal -- the magnet tells a story too....if you have good oil pressure, and the oil has been changed with some regular frequency, then more than likely the cylinders and lower end are OK. Pretty tough stuff that Ole and Sven built.....
Then the head gasket would be suspect, but could be a cracked head, or pitted block face....sounds like you need to open up the beast to find out.
If you are going to do the headgasket, I would flush it out before you do the head....maybe a couple of times....that will be hard on the water pump, so while you doing the head, you might want to do the pump too -- then you have flushed out the gunk, and the new pump doesn't have to mingle with crud.... drain the block too -- that is probably full of sediment.
