If there is still water in the oil, then drain a quart, add a quart of Winns Mystery oil for about 15 twenty minures, drain out the oil, change the filter again. Add new oil, and filter. water and oil are not doing your bearings any good. Better $20 of oil than an engine rebuild. This likely won't do a thing for the engine start problem. I'd still recheck the big inlet rubber hoses for holes and tightness.
