I don't think it's serviceable. It gets destroyed! ZAAB is right about getting it out. Junk yard, call it a horn ring if you can find one.
AND: When you go to install one, you must first gently rotate it to either end of its rotational travel, then rotate backwards for 2 turns, to get it centered. Install it CENTERED, or it, too, will get destroyed. Its entire travel is a bit more than 4 turns, so two turns is the CENTER of its travel, allowing the steering to be turned fully left & right.
