Fabric has what's called (Bias). This means that the fabric has movement in one or more directions. Regular headliner fabric has muti-directional bias. If the fabric your using has only one direction of bias, check which part of your head-liner shell has more curves and run the bias in it's directions. My 87/900t headliner was done with single bias cloth and all I had to do with the area that the fabric was hard to form was to rub /hold the glued area until the solvent in the glue evaporated. This can be judge/known by the cooling effect of the glue curing. When the cool feeling is done, this means the glue has set. Weights can also be used overnight to hold the harder areas until the glue is cured. Don't try wiping any glue that get on the finished area, as it will just matte the cloth and ruin the job. Use a sharp razor the trim the excess glue from the fibres. Fold the fabric in half on the head-liner shell and spray one-half of head-liner and cloth, allow to tack, and then set cloth into place. Wear gloves and change them as they become coated with glue so the fabric stays clean. I always mark the areas where the holes are with a felt marker and cut the hole out after the head-liner is in place. This way you can cut small and enlarge the hole as needed. Get help with the head-liner shell, since it will "Snap" very easily. 3M-90 is the only glue I use, since my very first H-L job fail when I used a brand that stated it was for this job. The job looked perfect until the interior of the car heated-up from the summers heat. Be patient and take your time, and definitately change the gloves often when the glue builds-up on them.
