The in-line heater is about all you can do without the freeze plug heater added. Try keeping a can of starter fluid just to get things going on first crank. Some companies sell a magnetic heater that goes on the oil pan. Try holding the throttle fully opened when freezing outside. Setting the spark plug gap to the lesser side of tolerances helps with cold starts. The problem when it's cold outside, the gasoline is hard to keep at an atomized state. Liquid gasoline doesn't burn, only the fumes.
