The angle is measured using a protractor or the like...From the Flat edge (that mates with the frame) of the bracket (you got that interpretation correct) to the A-arm...I drew out a 23 degree angle on cardboard, cut it out, and then used this, on a flat surface, to find the angle that the A-arm needed to be at.
YOU could also do this differently. You could put the car down on its tires before you tighten these bolts, then tighten them after the weight of the car is on the a arm, so that the resting position of the rubber bushing is unstressed.
Pressing in bushings:
I found it to be a bi-atch. Buy five bushings, cuz you'll trash one of them...
Using a 10 ton press: I pressed a bushing into a piece of PVC pipe (~2inches long), the PVC has to be just bigger than the bushing. This keeps the bushing straight while pressiing it into the bracket. Then press the bushing thru tge PVC into the bracket using a Long bolt with a larger washer...
Using hot water to soften the bushing is good, also using soap is a good idea.
Good luck, its a fun job, in retrospect, but that is because our brains have a hard-wired tendency to forget pain and grief.
