NoX is usually a function of a lean mixture but your reading is .73. .45 is stochiometric with readings below that signalling a lean mixture and readings above that rich. .7 is ideal for driveability but it IS rich and so your smog issues may be unrelated to the AMM.
Pegging is indicative of a problem. Its running lean and your computer is trying to richen things up. Your sensor should be constantly moving around the ideal point and the voltage should reflect that. Disconnecting the vacuum line to the FPR simulates a rich mixture. Grounding the sensor will simulate a lean mixture. Basically by doing these simple tests (running slightly rich/lean) you are determining if the computer/sensor can properly compensate. It CAN compensate for small problems but if your AMM is out of spec OR there is a major vacuum leak somewhere or there is a major fault in the fuel delivery your sensor/computer will not be able to compensate.
You can also simulate by putting a AA battery in line with the sensor - that will cause it to richen up. A vacuum leak will cause a lean mixture and your sensor pegged high is indicative of the computer trying to compensate. Suggest you check for a vacuum leak. It sounds like everything is working the way it should and the problem lies elsewhere.
Have you done the tennis ball and pressurized air pump trick? Stick a tennis ball in the intake and pressurise the system. Use soapy water to check for air leaks.
I am guessing here but your CAT might also be an issue - it can clean up NoX quite well.
