at thie site glass were you observed the bubbles there should be a switch screwed into the side of that block, and a couple of wires plugged into that switch may be blue wires. that is the pressure switch, if the receiver/dryer doesn't have enough pressure at that point the pressure switch will open the circuit to protect the compressor thinking that too little pressure (the R-12 charge) equates to too little Mineral oil to lubricate the compressor and thereby can fail/seize/generally do bad things. If that has opened the circuit it's 1) protecting you and 2) the cause of the compressor clutch not engaging.
Get a spare fuse from your fuse block, pull the two connections off the pressure switch, and using the fuse as a shunt plug them on it.
Then test your AC and see if when the panel switch is on and the engine running... does the clutch engage, and will it engage/release with the cycling of that switch. If it does, either the pressure switch is defective, or you don't have enough go juice. I suspect it's the latter. Consider finding some R-12 somewhere and doing a charge, or going whole hog and converting to R-134A. If you short either this or hot wire the compressor eventually you will hurt the compressor, if you really hurt the compressor it *can* (may or may not) create little shavings of metal and those will be pumped throughout the system. Then you are really in deep... you know... At that point it's allot of new stuff, hoses, pressure switch, expansion valve, compressor, condenser, the lists goes on.... basically don't go there.
