It can take some amount of wiggling, time, frustration, and sweat to get the thing to let loose. Doesn't matter if you've got it the whole axle loose (my preferred method of working on it), or in the car.
Just before you swear you're going to put the flame wrench on it, it'll pop off like nothing was the matter...
The trouble is any (and I mean ANY) sort of load that has the shaft pressing in or out, or even slightly skewed in the splines will trap the circlip in the groove at some point, and it won't release.
As I said above, I prefer to work with the axle on a bench. I've only once had a problem with wheel bearings (but they'd already seen almost 300,000 miles...), and I have the proper tools - including torque wrench - to do the axle nut. Biggest problem is making sure the tripod bearings don't fall apart...
BTW, this is nothing... The 1975-1980 hubs required that you remove the knuckle, axle & everything, chock it up in a press, press the axle shaft IN to the CV to compress the dished washers, and then undo the circlip... And you had to do that to change brake rotors... They eventually decided you didn't need the dished washers...
