Don't give up on the OEM paint just yet. The Nova black paint on the CEs has a clear coat. I'd take it to a shop and have them wet-sand or buff it before I'd go the repaint route. You'd be surprised what a good detailer can do with a clear-coated car. If you do go the paint route, expect it to be in the $2500-$4000 range for a show-quality paint job. Paint has become very expensive. There is nothing rare about the paint used on the CEs except for the fact that it is the only Saab model to get the color. Any paint shop can mix it. The only difficulty is that the paint is a metallic. Not every paint shop can spray metallics well. Look for a place with a good reputation. If they have a talented sprayer, word will travel. My car was resprayed by the PO and there are a couple funky spots where the metallic wasn't laid on just right. You can see them only at the right angle and light conditions--but still.
The top will run about $1500 installed (maybe more, but not less). German canvass is definitely the most-expensive top. You can go with a Stayfast canvass to save some money. That top will look and work fine. The German top may make the car more valuable in the long run, but only to the more particular collectors. My Comm Ed has a black Stayfast top on it installed by the PO. I have a tan German top to go on it once the black wears out. I'll do the install myself to save some money.
