Any body shop can repair/repaint the SPG panels and bumpers. A special flexible additive is added to the paint (anthricite is what Saab calls the color) to give the paint the same flex as the plastic they are made of.
As Zaab mentioned, this is an easy DIY job. SEM paints and fillers are specially formulated for using on flexible parts. Do a search on this board for "SPG panel repair" or "painting bumpers" and you'll find all you'll need to know to do the job right.
You are correct about having to get the interior panels and other bits from an auto recycler. You can call any of the site sponsors that sell used parts or do a search on car-part.com.
I don't have any experience with dash caps, but I've heard from others here that they actually fit well on our cars. I've been lucky over the years and have found any uncracked dashes I've needed for around $200. Dash replacement is not a difficult job.
