Turns out the brown wire in the back of the clockspring was cocked and made contact with the steering column....after turning the wheel it rubbed off the insulation and grounded to the steering column. It is a blind installation as it is behind the clockspring, so care must be given to make sure the wires don't get jammed up when installing the mechanism.
Also, an interesting note....the AMP connector on the airbag side of the clockspring has a grounding strap that is defeated when snapping into the male side of the connector on the dash side. SO, if you are doing a continuity test on the airbag wiring, you have to clip into a "host" male connector to see if the wiring is OK.
The retainer is just along for the ride and doesn't shield anything. But, it seems that it is necessary to hold the mess together -- mine broke away when the steering column bearing assembly failed allowing the wheel to have radial movement. Moral is.....don't wait to fix the steering wheel play unless you don't care about the clockspring.....
