Yes, the outer boot can be replaced without undoing the axle nut.
You don't need to undo the tie rod end, nor the caliper. I usually remove both upper and lower ball joint bolts to get enough movement.
Then cut off the boot and start mopping away grease, at least enough so you can clearly see the circlip. The put the circlip pliers on, spread it, and pull the steering knuckle bottom away. When you jiggle it right, the axle end slides past the circlip easily.
It sometimes helps to have three hands, though I've always managed with two. Once the axle has pulled out 2 mm, you can drop the circlip pliers, freeing that hand for coarser work.
