my 86 doesn't have the dial on the dash but it does have a thermostat embedded in the seat - it will take 12 volts direct and has zero resistance when the thermostat is closed (which can be simulated by placing thermostat in the freezer). When the thermostat is open - no voltage to the seat, when closed a full 12 volts and so on..You might just need a thermostat connected in series.
However the fact you say the loom burns out leads me to conclude that your volvo seat heater may be set up similar to more recent designs which use a variable resistor or a thermistor. In this design which you will find in a VW Golf for example - the thermistor's resistance drops from 20kOHM to about 8kOHm as it heats up. The dial sense the resistance and turns off the voltage accordingly. The higher the setting on the dial the longer the "on" cycle and the hotter the seat. The dial, the seat heater and the thermistor are designed to work together and you cannot get the seat heater to work without the thermistor no matter how many volts you pump through it.
There is a way around this which might work. Go to Radio Shack and buy a pack of their 5% variance resistors and install a 15kohm resistor but to get this to work you might have to use the volvo dial as well which is wired differently than the Saabs.
