You must be talking about the seal between the valve and the heater core?
I'd be very very careful using 'sandpaper' to clean a flange. its just not a good idea, and could be the source of leaking. Just use scotch-brite, and maybe corrosion solvent (like electrical contact cleaner). The o-rings aren't generally a problem if they are installed correctly. I used gasket sealant to hold the o-rings in place during install.
