Al,
1. There's no need for Saab to specify lower max speed for its cars. I'm not aware of any countries having extra fees or taxes for max speed. Power, weigh, engine volume, emissions - these specs do matter. Top speed matters only in some EU countries if it's lower then 45 km/h (30 mph) and engine output is less then 3 bph - you can drive such gizmo w/o driver licence. It's definitely not the case here.
2. Compare C900 and 9K with the same engines and you'll see that 9K has better mileage (better aerodynamics) and higher top speed (better aerodynamics once again).
2.1 Even 2.3T 9K (in stock) doesn't go that fast. Unless downhill.

3. You can get some topspeed gain having your ext mirrors and w/s and h/l wipers removed, tires blown upto 4 bars (about 95 psi) and all the gaps between body panels covered with adhesive tape. But even in that Frankeinstein you will not hit 165 mph.

P.S.
All EU cars don't do more then 156 mph even if powerful enough. Only Porsche and other extra sports (Maserati, Lambo, Ferrari and other Spykers) think that they and their clients are special. I was told that Japs have even stronger restriction: 115 mph.
