ABS is a nice feature to keep it. If you're done with all basic troubleshooting (fuses, wires, relays and such - I find that to be too obvious and too long to describe in bits; don't take it personally, I do read electrical diagram when looking at one, probably it's not that easy for others) and the issue still persists then I'd say it's worth trying another ABS unit from later models that does support DIY DTC (diagnostic trouble code) pull-up. According to Bentley the pinout is the same for both earlier and later versions of ABS ecu. You can even use 9K ABS ecu from 1990-1992 MY that has the same p\no as C900 1990-93.
The only real difference between the earlier and later versions (besides ABS ECU PCB layout and firmware) is in sensor rings: according to factory manual 5:2 ABS braking system (p/no 318360) page 590-15 earlier versions use 94 teeth sensor wheels while later (1990-93 model years) go with 46 teeth. If you don't swap the abs rings when moving from earlier to later ECU then:
- (I'm not sure on this) ABS can go crazy when you are coming to 1 mach
- (that definitely true) ABS will not cut anti-lock functionality off when you speed is below 3 mph (5 kmh). Can't say where I took this certain speed from (just checked that factory manual once again but didn't find it there, probably it was Bentley or something online)

Well, anyway ABS ECU of later version can be considered to smth like ABS tester in your case - it'll certainly identify where your issue is coming from either with the code or... If it doesn't bring up cont ABS light on then it is the old ECU itself.

Check the bay and local junkyards, ABS ecu's aren't that pricey in US.

P.S.
The big and maybe the best way to go is to go with MARK IV system from 9K 1994+ - with vacuum booster+MC, pump, valve block, ECU (and sensor rings in your case), but that a serious upgrade project. Probably you're just looking for smth easier.
And, yes, in MARK II brakes are operational if ABS is turned off unless you're out of brake fluid or pump/bomb die.
