First-how does the car drive? Does it feel like it has some pull, or is it real flat?
Second-boost guage. Does it sit on the little 'center' spot with engine off, then go to the left (vaccum) at idle? If it doesn't move, it has lost it's connection somewhere. The hose for the guage comes in on the drivers side, routed around the coolant res. trace it to the inlet manifold, disconnect it and suck on it-you should see the guage go to the left. If not, you may need to pull drivers side speaker (on dash) and look behind consol to see if hose is connected there.
Third-assuming you now have a functional boost guage, you probably should run out and buy a calibrated guage for the next steps. One that reads up to 10psi is OK, but prefer to 20psi. You want to pull the electrical plug on top of boost solenoid (top of radiator, plug goes straight up, 3 vac hoses), hook up your new guage (tee it into one of the vac lines on inlet manifold), and take it for a good run. I expect you will see 3-4 psi.If so, you will need to crank on the wastegate rod to shorten it(do not turn the rod, will break diaphram). Search for more info if unsure what this means. You want 5.5psi, ideally.

Now get back to boost solenoid on radiator. with ign 'on', but engine off, reconnect plug to solenoid. it should click. if not, use multimeter to check for 12v there. No voltage? Go to apc box in fender and check big plug on bottom. Have voltage, but no click? common problem, slicky solenoid. Remove it from the car and spray lots of wd40 in there, while repeatedly hitting it on and off with 12v. That usually frees it up. Blow it out with mild shop air.

You need to check the timing. It should be 16btdc, vac hose to dist disconnected. Can be a little tricky to do.

You also need to thoroughly check all vac lines, and large turbo hoses.

This will get you started, but you also should try the search feature here on specific points.
