Forget about paint for a minute. Is your 91 rusty? If it isn't , then that will be the most cost-effective thing to work on. Interior bits can be sorted, bought, swapped for, and even restored. Good paint isn't cheap, but there's lots you can do to minimize the costs, if the body is straight and rust-free.
BTW - are you sure your car needs paint? If it's just dull, and is a solid color, a $200 detailing will make it look almost new (especially if it's red...).
If you're looking to ADD to your fleet, then either of your choices would be good. But if you're looking at a replacement, I'd lean towards the CE, as it's got a LOT more in common with your 1991 than the 86 would.
If you're looking at replacement, you've got to look at the two other cars with a jaundiced eye, looking deep to see if either is worse than what you already have. No real sense in buying the same problems all over again!
