Cold start idle & turbo boost compensating?

I have read a lot of the "erratic idle" posts in the hopes of sorting out what my 88 is telling me. Here is what I am experiencing.
When I start the car cold the idle hunts up and down until it nearly stalls. Even when I put it in gear and pull away I get a complete loss of power for a second and then it pops back up - just like it does when I let it idle by itself.
The new thing I've noticed is the turbo boost gauge will climb ever so slightly when the idle drops - as if to compensate. At the boost climbs it pulls the idle back up.
Any thoughts of suggestions as to where this is point me for repair or adjustment?
