Yes you can change the fuel pump relay w/o removing the lower dash. (But it ain't much fun). Loosen the rt side of the dash pad, pull down the carpet and pop out the relay w/ a long screw driver. Try not to loose the orientation of the relay because it will be impossible to see which way it goes back in. Getting the new one in will require a bit of dexterity (or a wife/girl friend with small hands) but it can be done.
If you are fast at removing the lower dash it makes the job trivial.
