Thanks Cmyles that did the trick. I noticed the timing chain was beginning to bind up (teeth not matching to links in chain) at the exhaust cam sprocket and was the cause of the difficulty in turning. I now fully appreciate the importance of rotating the engine. This didn't show up on the turn to 30 degrees and back.
I backed it to TDC and started over with the installation of the exhaust then intake cam sprockets. I removed the tensioner and it was short of 10mm so I think the chain is OK. On my first shot at this it seemed I had too much tension in the chain between the two cam sprockets. I didn't hear the tensioner clicking on install. On my second attempt I heard the tensioner click down and was able to put pressure on the intake cam to take the bit of looseness out of the chain between the cams just as the Townsend write up calls for. All the alignment marks looked good and I was able to rotate the engine all the way back around to the marks with no resistance.
