Years ago, I changed two of these on what was them my Sister's 1990 900 base. It's not a hard job, just VERY tedious, as there are 20-30 small screws that hold the cover to the bumper. A power screwdriver would make it go very quickly.
MAKE SURE you have the right driver bit, and probably several of them. You can usually buy them by the pack at a tool store (Sears, Harbor Freight, etc.). Look closely at the screws if they look like "Phillips" head. They may be "Pozidrive". Pozidrive screws have a second "cross", much thinner than the main cross, that splits the main cross. See the link below. Using the wrong driver will blur the screw heads.
Hopefully, though, they'll all be TORX T-20 or T-25s.
To get the bumper off, first you detach the bumper from the bumper extensions. Look for small screws near the seams. There will be at least 4 of them (2 per side).
Disconnect the wires to the foglights, if the car has them.
Then, you need an 8mm Hex driver (not an 8mm socket...) with a 3/8" drive, a 3/8" extension, and a ratchet handle. The heads of the bolts point at the ground. If you look between the grille or headlights and the bumper, you can see the aluminum block, and the tip of the retaining bolt.
With all the small screws, and the two long bolts out the bottom, the bumper comes straight off the nose.
From there, it's just a matter of removing all the bits that are in the way of changing the cover...
Re-install is the reverse. You probably want at least one helper with it so that you can install it and get it all lined up right with the bunper extensions.
