The best C900 ever made starts every time, has little to no rust, makes you smile when you hop in and daydream when you stare at its aesthetic beauty and marvel at the mutually inclusive complexity and simplicity of its engineering.
The best C900s made are the ones we love like inanimate children, lavishing them with time and parts and suds of soapy water and coats of wax.
The best C900 made is found in every year and model depending on what you like best. Rose Quartz not your style in a 900S?..., then try a Slate Blue turbo sedan from 1982 (NOTE, I AM STILL LOOKING FOR ONE OF THESE!) or...Perhaps the visual impact of a Talladega Red SPG or a Monte Carlo Yellow vert is your style, or even the more revered and traditional tones of "Special Black" on any year, body style or engine package.
I'd start with what you like...body style and color and engine/transmission configuration ...then condition and then year... Condition and maintenance history will basically dictate your experience with a C900. It may be that your interests are very specific and you are planning on building a heavily modded car or you want the quintessential Saab and are looking for the best package. Some like the later cars with all of the ABS and SRS technology, others want the simplicity of the earlier cars.
As I meander through this response trying my best to provide a clear opinion and suggestion it is obvious that this is a question with no one answer. At least not to me, and it is probably why I have 12 C900s.
One of each would be great. It's the only way you can umm... Legally.... Have the blonde, the red head, the brunette.... The .... Well, know. !!!!!!!!!!!!
