The circuit goes from the relay to the fuse to the pump, so if you're blowing a fuse when jumping the relay chances are either the pump is faulty and drawing too big a load, or there is a wiring problem. Maybe the fuel pump wiring got wedged between the body and tank and wore away the insulation?
What happens when you:
Measure 87a while cranking, fuel pump fuse removed?
Measure 87b while cranking, fuel pump fuse removed?
Measure at fuse, fuel pump disconnected?
