I'm not sure what older cars didn't have harmonic balancers, but every car I've ever worked on had one, from my mom's '56 Chevy to my '62 Falcon and '67 Fleetwood. Without a harmonic balancer vibrations set up between cylinders firing can result in crankshaft failure due to excessive deflection. Pretty sure every post-war car - and probably many before - has one.
Plenty of folks remove them for various reasons, but with unknown long term results. It's positively, mathematically provable that having one reduces stress forces on a crankshaft, so it's up to you to decide whether your crankshaft can survive without one. Having one costs nothing in terms of performance, so it seems silly to remove something that conclusively makes an engine last longer.
The balance shaft in later Saab motors (and most modern four cylinders) is a different animal. The balance shaft is designed to reduce 1st and 2nd order vibrations in an engine for driver comfort.
