The harmonic balancer is (only) intended to absorb, or dampen, resonant vibrations created by the motion of the pistons and imparted to the crankshaft at various RPMs. If these are not dampened the crank may be damaged and could crack and fail (theoretically). Saab seems to have thought that a dampener was a necessary thing on our C900 engines so if you omit it you'll be experimenting. Let us know how it goes. The H.B. is not intended to protect the engine from flapping belts or ancillary devices (alternators, water pumps, P.S. pumps, etc.) that are out of balance and those things can actually wreck a harmonic balancer. That's one reason it's important to be sure that your belts are properly adjusted and those devices are properly mounted.
