I set up my AC systems to run on 134a, and change the drier and also the expansion valve. A new condenser isn't too expensive, and just because, I put on the new style lines. After draining the oil out of the compressor, and replacing it with the correct type and amount of oil, we check for leaks and then charge it up.
One thing that hurts the performance is the air leaks in the evaporator box. I use black AC tape to seal out the hot engine bay air, and it then works like a charm. The AC just freezes me out of the car during the hottest and most humid part of a midwest summer.
I would say that if the system doesn't perform like that, then something is wacky wrong with it. Of the two I have completed, both produce terrific results, so I don't buy the statement by derf nor the cost associated.
