If there is oil there at the seams, it's getting past the exhaust-side seal--time for a rebuild on this one. Just because it's not smoking yet, doesn't mean it won't start shortly. Pull it now and save your catalytic converter. I had a turbo that was acting the same way. Sometime it boosted, sometime it didn't. When I pulled it apart, the internal turbo housing where the exhaust-side bearing sits was half plugged up with coked oil. The bearing wasn't getting enough oil to lubricate properly and was overheating. Eventually this caused seal failure too. Don't put a Garrett in there, you'll regret it during in-town driving.
