Correct (I upgraded it!) - but in the original configuration the single pump sat in a "boat" (like the bucket), and the fuel return to the tank filled that boat directly. Point being when you are very low on gas, the boat/bucket/whatever stays full so the pump has something to pull from. If what's left of your gas is sloshing around the tank, the pump is going to have a hard time picking it up. Now, it's been a long time since I had my '84 900T, but I am pretty sure that Saab wouldn't include a technology, abandon it for three years, and then put it right back in '85. Again, I'm not positive, but I am pretty sure. This type of a design is present on virtually every car I've ever seen with a poly fuel tank... metal ones are generally baffled to create the same effect.
I have seen LOTS of c900s that have had fuel pumps replaced and whoever did it neglected to hook up and/or replace that rubber hose that connects the return the bucket/boat. Probably because 5/16" in-tank rated fuel hose is expensive and hard to find, but that's just a guess.
