I've got bilstein Tourings on my 92 900T (stock rd height)...can't complain...4+ years later. Haven't blown out either, which is more than I can say for the Wife's Passat with 1yr old Bilstein HDs...this winter trashed 2 of them...Oh the potholes of Boston.
I think that for the effort, better softer tires at lower PSI are your best bet, as the springs are your problem on rough roads. Shocks only dampen the spring travel, which is why HD springs are better used during hard turns, etc for stiffness. Dampening should be the same.
