You can't weld the inner fender on with the outer fender attached to it--at least not completely. It's impossible to reach the area down below the fuse box and power steering reservoir even if you remove those components. You can weld the rest on, but at best you may be able to reach a rivit gun down in those tight spots. When the car is assembled, the inner fender is welded on, then the outer fender is welded to that. The outer fender gets welds along the door frame, along the wheel arch and down below the front bumper extension area. If you are very careful, you can definitely get by without painting the whole fender. You have to take precautions to not burn the paint adjacent to the weld areas. If you're careful you'll only have to paint the concealed area at the door frame, down below the bumper extension and the part of the wheel arch that will get covered by the wheel arch trim. I've done it on a couple cars and it is unnoticeable. I do see that Skandix carries new outer fenders. They'll be the easiest to mount, but of course they'll need complete paint.
