The non-turbo has higher compression and much better timing control than the Turbo, which makes it a much more responsive engine around town. However, if you were to slip/dump the clutch on the Turbo, it would easily out-accelerate the NA.
I have turbocharged a 2.1L engine (it's in an 86) and also have an 89 Turbo. If the 89 Turbo's engine ever dies, I will be replacing it with a 2.1L turbocharged engine: it is much more enjoyable to drive.
You can get a bit more low end from the Turbo by running a non-turbo intake cam and modifying the vacuum capsule to run more advance (assumes you always run premium). Search the Performance board for "diy aid" or "bend the stop" or "vacuum advance mod" (use the quotes). Also, if you haven't done so recently, make sure that your base boost falls in the middle of the yellow (you don't need to adhere to web-based instructions admonishing you to be super-accurate with the measurement). A wastegate out of adjustment will make the Turbo doggier still. If you ALWAYS use premium fuel and don't live in an extremely hot climate, you can run a bit more than half-yellow base boost.
If the stock T3 turbo ever needs to be rebuilt, replace instead with a Mitsubishi TE05 from a 90 SPG or 91+ c900 Turbo. It's smaller and more responsive.
