The capsule comprises a metal case; a flexible diaphragm sandwiched in the center; a lever attached to the diaphragm that protrudes down out of the bottom of the capsule and into the distributor, where it attaches to the Hall sensor; and two springs: one above the capsule, which controls the advance timing curve, and one below, which controls the retard curve.
When vacuum is applied to the capsule (it comes from above the diaphragm), the pressure drop pulls the diaphragm up, which, in turn, pulls the lever up, which, in turn, shifts the Hall sensor with respect to its shutter wheels, thereby advancing timing. Under boost conditions, the opposite is true: pressure pushes the diaphragm down, which in turn moves the Hall sensor in the opposite direction, retarding timing.
If you've pulled the cap off and can freely move the Hall sensor, then you have a problem -- likely the arm from the capsule isn't attached to the Hall sensor.
But you probably don't need to inspect the distributor, really. You need to confirm that the capsule, under pressure, is pushing the lever down, retarding timing. That said, this is not going to be the source of your troubles; you are merely confirming that the capsule is functional (the capsule will only retard/advance timing 4* either way). If you are getting no additional power from an increase in boost, I'd suspect that the timing is set way too retarded.
