RayF,
You and I are on the same page. I was a furniture maker and guitarmaker for a long time and maintained and repaired lots of industrial woodworking machinery so I had to deal with bearings on a daily basis and did all the things you are describing in your post. We had machines that created so much fine wood dust that the sealed bearings had to be "opened up" frequently and cleaned and re-greased. I learned a lot about bearings in those days. I don't recall ever seeing a C900 front wheel bearing with steel shields but if Simon says they are out there I guess they are. I wouldn't use 'em.
The Norton is progressing very (painfully) slowly while I work on Landjet's new SPG project and a few other C900s. If it's not done while there is still riding weather (somewhere) then I may take it to the Las Vegas auction in December. I did some repair work on a 1974 850 Commando for a friend and have been riding it some when it's not pouring rain down here. We have snow on the peaks now so it's a mad dash to be ready for winter (yeah, in September!). Once the streets get snow-packed here my C900 power unit R&R'ing gets compressed into a small, cold shop.
