A lot of carbon builds up that's captured by the heat shield "just inboard of the exhaust impeller" which can literally eat away the back side of the piston type ring seal's ring land! If this is the case it would explain why "the other had no ring at all"? Hopefully it's just that the ring is lodged in it's land to where the end gap isn't visible in which case you'll need to use a sharp metal pick to find the end gap and pry the ring out! Even if the land isn't worn completely away most of the TE05's I've build lately have needed their turbine side ring lands machined for an oversize width ring due to being over spec. (new spec is .065" and I cut for an oversize ring if it's .066" or more). Also check the ring bore diameter in your bearing housing! If it's worn beyond limits (.690") there are oversize OD rings available as well that the bearing housing can be machined for!
