1980 5-door ('84 turbo engine) with cold start issue

My 1980 900 will not start without the aid of starter fluid after sitting overnight in cold temperatures. The car has an '84 engine that was installed by a reputable shop in Seattle by the previous owner. Once started the car runs well.
I've been researching CIS for the 8v and cold start issues for the last week. I've printed off everything from the Tonwsend website and all the posts from saabnet that talked of this issue (many thanks to those that post). Feel like I've got a basic understanding of the way the system is suppose to work. All ready to jump in when I discover the true nature of the wiring in this car.
There are no wires going to any of the sensors mentioned in the posts and technical documents regarding this issue. The original fuse box (old style fuses) was kept and the car does not have the emissions relay panel referenced in the technical service bulletin. If the car had the necessary components I feel like I could track down and fix the issue. Without all that stuff I don't know where to start. Do I add the extra relay panel and wiring from a donor car? Do I wire up some dash switches to mimic what the system is suppose to do? Unfortunately I don't have the Bentley for the 8v so I can't reference the '84 wiring diagrams. Below is a link to photos of the car, sensors, relays, etc. Any insights or suggestions would be greatly appreciated.
