It's easy enough to check those two by substitution. Funny things can happen, you might have had a miss somewhere else, then from some reason or other wound up with a miss at Plug 3 after swapping in new components.
How's compression on Cyl. 3?
Shutter wheel seems an unlikely thing to cause this, and it's pretty well protected besides.
Even well aware of danger, and of how to handle plugs when tightening, and being I thought careful, I have cracked insulators when installing new plugs. Just cocking the socket a little too much when pulling for final tightening does it.
Try the wire now on 3 on a closer plug, swapping it at distributor as well, and leave the other wire off Plug 3. If the miss gets worse suspect the wire, if it stays the same suspect Plug 3.
