Not sure, Robert, if yours could be related, but when people get their cars repainted they take that trim off, often buy brand new pieces to replace it, and then don't pick up on the way the original was installed, bedded in sticky soft wax. The wax works to keep water from getting into the trim and sitting on the lips of fender and inner fender skin, which are a lap seam, spot welded every so often. Water gets up in between, starts rusting and then goes to town.

I've heard of soft wax toilet bowl sealing rings as a source of similar wax for reinstalling trim. Also, the commercial undercoat Waxoyl would do.

Needs to seal to undercoat inside wheel well as well as to paint on outer flares of wheel wells.

You might be able to slow or stop your rust if you jump on it as Glen says. I'd knock, grind, treat with some conversion coating, then seal it with some highly water resistant paint, maybe POR 15 or maybe 3M's panel adhesive epoxy. If it's mostly under that trim you may not even need to worry about how it will look. Reapply the trim with lots of sticky wax to keep water and road dirt out.

If you do nothing it can eat away fender lips fast. They can be patched with welded-in pieces cadged off still-sound wrecks, some photos of jobs by older posters on here - - DougM for one.
