Yes, that seam where the inner fender meets the outer fender is the likely suspect. If I ever have the wheel arch trim off, I usually clean mine up real well and fill the area with urethane windshield setting compound. Let that dry and then install the arch trim with the sealing wax. It surprises me that they didn't apply a seam sealer there. My son's 1999 9-3 is the same way. After fixing a couple little spots on the fender lip, I did the urethane on his car too. On one car, I had the interior out, so I also applied POR-15 into the seam from the inside of the car--after cleaning of course.
