Poorly primed cars can rear their ugly head months later when suddenly you see sandpaper marks become more pronounced. Didn't look that way before painting, but that's what happens with crappy primers.
I understand your desire to just get something on the panel before it rusts. You can just soda blast it and be sure you tell the body shop to wash the panel before painting, or get a 2K epoxy primer like SprayMax. The body shop may still not like that, but a 2K epoxy primer is definitely more stable than a basic solvent-based one.
