I use Rust Check and it seems to work pretty well. Krown is also popular here. Penetrol is probably somewhat related in that it is an oil based product that flows, but it's not specifically for rust proofing I don't think, and I don't know much about the different chemical formulations of these products. Any oil is probably better than nothing. I know some places sometimes just spray old engine oil to undercoat on the cheap!
I can say, that I have compared otherwise identical 1993 900's side by side, one that had been annually rust sprayed (mine) and another that had not (donor car)... the difference was astonishing. Mine still looks relatively the same as it did a decade ago (but oily), and the other went off to the crusher. Rust everywhere...
I get ours sprayed in every cavity. Saab actually even made some holes (with plugs) specifically for that in a few places (eg rear fender). The place that does Rust Check for us, drilled a handful more (again, with plugs). Makes a big difference. The only rust on that car is where it didn't get sprayed. I can't imagine driving these cars in winter now and not spraying them annually...
