I almost always replace everything behind the cat once one component fails. It's not terribly expensive, and it will save you the trouble of doing this job annually for three years.
That being said... If you want to do just the intermediate pipe, I'd cut the intermediate pipe just before the muffler, and then--using a cut-off wheel--carefully cut a relief kerf the length of the outer pipe. Then you should be able to get it loose enough to pry it off. Once the pipes have been clamped, the metal deforms and it's a bear to get them separated without cutting a relief kerf.
I can't recall which end of the cat has the bolts that aren't loose. Either way, I usually cut them off and drill them out and replace everything with stainless steel hardware. A little more work--this time--but next time will be a breeze.
