The Saab airbag manual (8:6) for '90-'92 says that the clockspring can have between 2.5 and 3.5 winds to it to reach center.
To find your "center", wind it all the way to one end, then wind it back counting turns, until it hits the other end. Then turn it back half that distance to have it in the middle position.
As others have mentioned, make sure to have the pin in it's hole.
You will need to have your SRS light reset afterwards, but your indy or dealer can do that for you if you do not have the tool yourself.
It's not too bad to do, and as others have suggested, it's also a good time to do the bearing. Also make sure you have the wheels pointing straight ahead before you take off the steering wheel.
