The u-joint by the rack is usually the culprit for binding steering if the rack is good. If the bearing in the upper steering shaft has failed you should be able to move the steering wheel up and down or side to side you will feel the play in the failed bearing.
I have had luck spraying the u-joint with pb blaster or yield every few days on some of my 900's that were sitting in a field or driveway for a long time. After a few times they usually free up. But I have always kept a spare lower steering shaft portion from a parts car just in case.
