I've had to replace the lower steering column section on most of the half dozen 91-91 cars I've had. The U-joint that connects the steering column shaft to the rack gets tight. It's the joint that's in the engine compartment right up against the firewall. I'd suggest jacking up the front of the car with the wheels off the ground. Turn the steering while you look at that joint ( with the help of another set of hands). I've been able to see the joint fighting to swivel. It should rotate without any odd motion. There is a bearing at the top of the column under the steering wheel that goes bad but in my experience it just gets dry and a little rough or noisy. It doesn't make it hard to steer.
