where the wires are coming down (l/h side where it goes horiz). You don't want to spend time fixing it and then realize you left a hidden rusting area behind untreated.
I think you should wire brush or drill grinding brush most of the deep rust off so you only have a thin layer that the POR-15 has to work on. Not down to bare metal, but just a light shadow of rust.
Then put your fiberglass/sheet metal/metal mesh repair over the floor & secure it. You should also do that from the bottom where the rust has gone through the floor. Then coat it with truck bed seal or rubberized spray so it stays dry & protected.
I'd think that would get you through a few more years! Also, in future, take it through a DIY car wash and spray the underside of the car to remove accumulated salt/snow mix. That will help as well.
