I think that we're talking towards the same point from two different sides.
I'll agree that it's a computer, but it has the hardware to communicate on the serial bus that's specific to these cars with a protocol that's specific to these cars. Without that port and protocol, you can have the programs but you won't be able to read or write to the car's processors.
This was an issue that we used to run across all the time in the plant automation biz: one PLC only talks Modbus, another only talks Genius Bus, another only talks Profibus, another only talks Data Highway Plus, and yet others only spoke arcane proprietary protocols.
The Tech 2 looks like one of those miserable hand-held PLC programmers from the early '80s. If you only have a few dozen registers to look at, it might not be so bad to work with one of those things. If you have a thousand lines of ladder logic code to look at, it's a whole different ball game.
